Appointment Mechanism

The Library Policy Advisory Committee (LPAC) consists of 15 voting members appointed by the Committee on Committees of the Faculty Assembly: six members from the Faculty of Arts and Sciences, two from the faculty of the School of Law , one each from the faculties of the Schools of Business Administration, Education, and Marine Science, two undergraduate and two graduate students. The University Librarian, the Librarian of the Marshall-Wythe School of Law, and the librarians in charge of the libraries in the School of Business Administration , Education, and Marine Science serve as ex officio non-voting members. For purposes of membership on the Committee, the term "faculty" shall not include any ex officio members. The Committee may invite as observers essential library administrative staff and any other necessary parties.

The academic deans will recommend to the Committee on Committees of the Faculty Assembly individuals to serve on the Library Policy Advisory Committee. The Committee on Committees of the Faculty Assembly will appoint individuals to LPAC. At the time that they make these appointments, the Faculty Assembly shall appoint the Chair of LPAC to a one-year term subject to renewal.

Voting members shall be appointed for a term of three (3) years on the recommendation of the respective deans. The undergraduate and graduate students shall be appointed yearly by the Vice President for Student Affairs.

The Committee meets no less than four times per academic year on the call of the Chair, upon written petition of three of its members, or at the request of the President, Provost, or Faculty Assembly. Meetings shall be held at the most convenient time for all voting and ex officio members to attend and shall attempt not to conflict with teaching schedules.

 

Charge to the Committee

The Committee, in consultation with its ex officio members, advises the President, Provost, and Faculty Assembly on policy matters pertaining to libraries, consistent with the standards of appropriate accrediting agencies. It expresses its recommendations in writing or otherwise to any or all of them as is appropriate, and reports in writing at least once annually to the President, Provost, Faculty Assembly, and academic deans. In addition, the President, Provost, and Faculty Assembly may delegate such other assignment or authority to the Committee as they deem appropriate.

The most important function of an academic library is to facilitate teaching, learning, and research. Thus, the Committee's concerns necessarily extend to College policies regarding such aspects of library operations, particularly budget issues, that affect the academic needs and responsibilities of faculty members and students. To this end, the Committee is authorized to request and receive from the Librarians, Provost, or President all information pertinent to its functions.

In addition to their representation on this Committee, the Faculties and Schools of the College may establish internal library committees to advise deans and colleagues on library matters unique to the Faculty or School.
